In Ukraine the consultations were held between the State Labour Service of Ukraine and the ILO, EU-OSHA and foreign experts.

FotorCreatedOn 19-21 May, in Kiev, Ukraine, the tripartite seminar “Organizing the State Labour Service of Ukraine” was conducted. It was jointly organized and conducted by the International Labour Organization and the State Labour Service of Ukraine.

 During the event the ILO experts represented the results of the expertise of the State Labour Service Regulations on their compliance with the international labour standards and international practices, discussed the furthers steps to reform the labour inspection system in Ukraine.

The representatives of the International Labour Organization (ILO), State Labour Inspection of Poland, EU Delegation to Ukraine, European Agency for Safety and Health at Work, the experts of the State Labour Service of Ukraine, of the Ministry of Social Policy of Ukraine, of the Parliament Committee of Social Policy, Employment and Pension Security, trade union leaders, employers’ organizations representatives and researches participated in the seminar.

“We not only discussed the challenges faced when reforming the State labour inspection system in Ukraine, but also drafted the road map and further steps. While reforming the State labour inspection system the State Labour Service will not be left alone. International Labour Organization will consider the opportunities and forms of the technical assistance” – stressed Mr. Sergiy Savchuk, ILO National Coordinator for Ukraine.

“The Seminar proved that the international community demonstrates its growing interest to building capacities of the labour administration bodies of Ukraine, – said Mr. Roman Chernega, Head of the State Labour Service of Ukraine, – It is evident that our colleagues wish to help us by their recommendations and constructive proposals to ensure relevant functioning of the labour inspection system in Ukraine”.

 Mr. Chernega added that as of today the necessary legal background had been developed and the State Labour Service of Ukraine can duly fulfill its functions. «The decision has been approved on creation of the local units and the registration of the regional (oblast) departments should be completed soon. The recruitment of the personnel is on the way. We are interested to recruit the experienced personnel whose experience would contribute to development of the new institution and to decent observance of the labour legislation, labour protection and occupational safety and health at workplace”.

According to the Regulations, the State Labour Service is a central executive body coordinated and supervised by the Cabinet of Ministers through the Ministry of Social Policy of Ukraine.

It was established on 10 September 2014 according to the Decree of the Cabinet of Ministers.

On 21 January 2015 Mr. Roman Chernega was appointed as a Head of the State Service of Ukraine by the Cabinet f Minister of Ukraine

According to the Decree of the Cabinet of Ministers of Ukraine of 11 February 2015 and the Regulations the State Labour Service combines the functions previously fulfilled by the State Labour Inspection, State Service of Mining Control and Industrial Safety of Ukraine and of the State Sanitary & Epidemiological Service (occupational health and radiation exposure).
